Choosing a Medicare Advantage plan is not really a contest for the lowest monthly premium. A plan can advertise $0 premium and still be a poor fit if your doctor is out of network, your prescriptions sit on an expensive tier, or the plan’s rules make it hard to get the care you use.

The better question is: **which plan gives you the right combination of doctors, drugs, costs, access, and flexibility for your life?** Use the seven questions below before you enroll or switch. They work whether you are comparing plans in Broward County, Palm Beach County, Miami-Dade, or another Florida county.

## First, Know What You Are Comparing

Medicare Advantage, also called Part C, is a Medicare-approved plan offered by a private insurance company. It delivers your Medicare-covered Part A and Part B benefits through the plan. Most plans include Part D prescription drug coverage, but the network, cost-sharing, referral rules, prior authorization rules, and extra benefits can be very different from one plan to the next.

Medicare Advantage is not the same as a Medicare Supplement plan. If you are still weighing those two paths, read [Medicare Advantage vs. Medigap](https://cheaphealthquote.com/blog/medicare-advantage-vs-supplement.html) first. This article focuses on how to compare Medicare Advantage plans with one another.

## The 7 Questions to Ask Before You Choose a Medicare Advantage Plan

### 1. Are my doctors, hospital, and specialists in the plan’s network?

Start with the people you already trust. Search for your primary care doctor, specialists, preferred hospital, urgent care, lab, and pharmacy in the plan’s current directory. Then call the provider’s office and the plan to confirm. Directories can change, and a provider’s office may not participate in every plan product offered by the same insurer.

HMOs generally expect you to use network providers except for emergencies, urgent care, or specific exceptions. PPOs may offer out-of-network coverage, but you usually pay more. The official [Medicare comparison of plan types](https://www.medicare.gov/health-drug-plans/health-plans/your-health-plan-options/compare) explains how networks and referrals vary by plan.

### 2. Are all of my prescriptions covered at a reasonable cost?

Never choose a plan before checking every prescription you take. Use the plan’s formulary to confirm the exact drug, strength, dosage, quantity, and pharmacy. A plan may cover a medication but place it on a higher tier, require prior authorization, require you to try another medication first, or limit the quantity it will cover.

Run your list through [Medicare Plan Compare](https://www.medicare.gov/plan-compare/?lang=en) and include your preferred pharmacies. For a deeper explanation of formularies and coverage rules, see Medicare.gov’s guide to [Medicare drug plan rules](https://www.medicare.gov/health-drug-plans/part-d/what-drug-plans-cover/plan-rules). If you take several medications, our guide to [choosing a Part D plan](https://cheaphealthquote.com/blog/medicare-part-d-explained.html) can help you organize the comparison.

### 3. What will I pay over the entire year, not just each month?

Put the plan’s $0 or low premium in one column and build a realistic annual estimate beside it. Include:

- Your Medicare Part B premium, plus any Medicare Advantage premium.
- The medical deductible, specialist copays, hospital costs, and coinsurance.
- Prescription deductibles, copays, coinsurance, and pharmacy differences.
- Expected visits, tests, procedures, therapy, or durable medical equipment.
- The plan’s annual maximum out-of-pocket limit for covered medical services.

Medicare Advantage plans have a yearly limit on what you pay for covered Medicare services, but you can still have meaningful costs before reaching that limit. Medicare.gov explains that premiums, deductibles, copayments, and coinsurance vary by plan; its [Medicare cost overview](https://www.medicare.gov/basics/get-started-with-medicare/medicare-basics/what-does-medicare-cost) is a useful reference point.

#### A better comparison

Compare one healthy year and one expensive year. A plan with the lowest premium may not have the lowest total cost when you add specialist visits, hospital care, prescriptions, and the out-of-pocket maximum.

### 4. What referrals and prior authorization rules will I have to follow?

Ask how the plan handles specialist referrals, imaging, physical therapy, hospital admissions, durable medical equipment, and expensive medications. An HMO may require a primary care referral for a specialist. Many Medicare Advantage plans also require prior authorization for certain services, even when a service is medically appropriate.

These rules are not automatically bad, but they are part of the plan’s real cost: time, paperwork, and the possibility of a coverage delay. Ask your current doctors which services they commonly have to authorize and whether they are comfortable working with the plan.

### 5. How does the plan work when I travel or need care outside my county?

Florida families often split time between counties or travel out of state. Ask whether routine care is covered outside the service area, whether the plan is an HMO or PPO, what emergency and urgent care rules apply, and what happens if you need dialysis or a specialist while away.

Do not assume “PPO” means every doctor is equally affordable. Out-of-network benefits may carry a separate deductible, higher coinsurance, or a different maximum. Confirm the plan’s service area and travel rules in writing before enrolling.

### 6. What do the plan’s quality rating and member experience tell me?

Medicare’s star ratings can help you compare quality and performance, but a star score is a starting point rather than a substitute for checking your doctors and drugs. Review the plan’s current rating, complaint and service information when available, and look for meaningful differences in the categories that matter to you.

Our guide to [common Medicare mistakes in Florida](https://cheaphealthquote.com/blog/medicare-mistakes-delray-beach-2026.html) explains why a flashy extra benefit or a familiar television brand should not outweigh network and prescription research.

### 7. What happens if my health, doctors, or budget changes?

A plan that fits today should still be reviewed every year. Networks, formularies, premiums, copays, service areas, and extra benefits can change. Read the plan’s Annual Notice of Change and compare again during the appropriate enrollment period.

Your options later depend on the enrollment window and your circumstances. The Annual Election Period is October 15 through December 7, and the Medicare Advantage Open Enrollment Period is January 1 through March 31 for people already enrolled in Medicare Advantage. Special Enrollment Periods may apply after events such as moving or losing other coverage. Check the current rules on [Medicare.gov’s coverage options page](https://www.medicare.gov/basics/get-started-with-medicare/get-more-coverage) and use our [Florida enrollment guide](https://cheaphealthquote.com/blog/open-enrollment-florida-2026.html) as a planning checklist.

## A Simple Medicare Advantage Comparison Worksheet

For each plan you are considering, write down the same answers. If one plan looks cheaper only because a cost or rule is missing, you will catch it before you enroll.

| Check | What to record | Why it matters |
| --- | --- | --- |
| **Network** | Doctors, hospital, specialists, pharmacy | Out-of-network care can cost more or be unavailable for routine services. |
| **Drugs** | Drug tier, pharmacy, prior authorization, quantity limits | A formulary difference can change your annual cost more than the premium. |
| **Medical costs** | Deductible, copays, coinsurance, maximum out-of-pocket | Shows the plan’s cost in both an ordinary and an expensive year. |
| **Access** | Referrals, prior authorization, urgent care, travel rules | Rules affect how quickly and easily you can use the coverage. |
| **Stability** | Star rating, annual changes, service area | Helps you understand whether the plan is likely to remain a fit. |

## So, Which Medicare Advantage Plan Is Right for You?

The right Medicare Advantage plan is the one that works with your actual doctors, covers your actual prescriptions, and gives you a cost and access structure you can live with. “Best” is personal and county-specific. A plan that works well for a neighbor in Delray Beach may not use the same doctors or pharmacies in Fort Lauderdale.

If you want help comparing plans, bring your ZIP code, medication list, preferred doctors, pharmacy, and budget. I can help you build a side-by-side comparison without treating a $0 premium as the whole answer.

## Common Questions

### Is a $0-premium Medicare Advantage plan really free?

Not necessarily. You generally still pay your Medicare Part B premium, and you may pay deductibles, copayments, coinsurance, prescription costs, and other plan cost-sharing.

### How do I check whether my prescriptions are covered?

Use Medicare Plan Compare with your exact medications, dosages, preferred pharmacies, and quantities, then confirm the formulary, tier, prior authorization, step therapy, and quantity-limit rules.

### Can I change Medicare Advantage plans later?

Sometimes. Your options depend on your enrollment period and whether you qualify for a Special Enrollment Period. A later switch can also change your network, drug coverage, and out-of-pocket costs.
